The importance of continuous work on quality improvement and development of quality assurance in the adult education is accentuated in numerous law and strategic documents in the Republic of Croatia as well as in European Union. In this process, the Agency for VET and Adult Education plays a key role.
The Adult Education Act emphasises that the adult education is based on the principles of guaranteed quality of educational offers and delegates the Agency for VET and Adult Education responsible for this area.
Croatian Strategy of Education, Science and Technology, adopted in the Croatian Parliament in 2014, in the chapter on adult education, determinates as its third goal the establishment of the system of quality assurance in the adult education. According to the Strategy, establishing of the quality assurance system in adult education includes defining of the institutional structure for the development and implementation of quality assurance, strengthening the roles of supervising agencies that related to quality assurance procedures, and training of the institutions that provide formally accredited adult education programmes for the implementation of internal quality assurance.
Furthermore, the Council of European Union in the Recommendation on Upskilling Pathways: New Opportunities for Adults from 2016 emphasizes the importance of quality assurance in adult education, and stresses that out that providing flexible and high quality learning offer tailored to individual needs should be one of the steps upon which the foundations of upskilling pathways should be based upon.
Although measures aimed at quality improvement in adult education are continuously implemented in all the segments of this area, a significant step in further development of quality assurance in adult education is represented by the implementation of an ESF project Development of a Quality Assurance System in Adult Education with the Agency for VET and Adult Education as its holder.
