Development of the quality assurance system for VET in Croatia is based on the adoption of several key strategic and legislative acts: VET System Development Strategy in the Republic of Croatia 2008 – 2013, Vocational Education Act, and later, Strategy of Education, Science and Technology and VET System Development Programme.
With the adoption of the European Quality Assurance Reference Framework for VET (EQAVET) by the European Commission in 2004, quality assurance and quality management become increasingly important for VET both on the education system and on the VET provider levels.
The Recommendation of the European Parliament and of the Council of 18 June 2009 on the establishment of a European Quality Assurance Reference Framework for Vocational Education and Training significantly contributed to initiatives for the advancement of education, its quality and attractiveness, in line with the Copenhagen process in VET.
Focusing on quality improvement and development of an effective quality assurance system, the guidelines for increased cooperation of EU Member States in VET encourage Member States to develop their national frameworks for the promotion and monitoring of continuous advancement of VET.
Accordingly, the adoption of strategic and legislative framework represented a prerequisite for the implementation of quality assurance procedures and instruments in VET in Croatia. The quality assurance system in VET represents a continuous assessment of learners, VET providers and processes in VET (Vocational Education Act).
Based on the guidelines of the European Quality Assurance Reference Framework for VET, the Agency for VET and Adult Education has been developing the quality assurance framework for VET, with the accompanying instruments, since 2010.
