AVETAE DEFCO, the Organizational unit for management of structural instruments of the European Union, was established in September 2007 with the main responsibility of securing efficient implementation of tenders and projects within the field of education in the Republic of Croatia.
Within the Management and Control System, which consists of a number of bodies in accordance with the provisions of the Act on the Establishment of the Institutional Framework for the Implementation of the European Structural and Investment Funds in the Republic of Croatia in the 2007-2013 and 2014-2020, DEFCO was given the role of Intermediate Body Level 2 (PT2) for non-infrastructure projects in the field of education, lifelong learning and science for the European Social Fund (ESF).
The European Social Fund (ESF) is the main instrument of the European Union for encouraging entrepreneurship, helping people get better jobs and ensuring fairer opportunities job for all EU citizens. It is intended to reduce disparities in prosperity and living standards between EU Member States and their regions, and thus contributes to promoting economic and social cohesion. It is aimed at financing activities that promote employment in the EU and help companies and the workforce to meet global challenges as successfully as possible. It is also intended to invest in people, with a focus on improving employment and education opportunities across the European Union. The ESF is playing an important in mitigating the consequences of the economic crisis – especially the rise in unemployment and poverty levels.
Managing body for the European Social Fund responsible for the implementation of the Operational Program Human Resources Development 2007-2013 and the Effective Human Resources 2014-2020 is the Ministry of Labour, Pension System, Family and Social Policy, while the Ministry of Science and Education and the Ministry of Tourism and Sports have been designated as Level 1 Intermediate Bodies (PT1).
