Support for the implementation of the grant scheme operation "Regional Network of Local Learning Institutions".
The two results to be obtained under component 3 are:
  1. The grant beneficiaries are familiarised with the principles relevant for implementation of the grant (procedural and sectorial principles);
  2. Appropriate mechanisms for monitoring of the grant scheme established.
The activities of component 3 are almost completely linked to the related grant scheme, which will be implemented in the entire Republic of Croatia, in support of the creation of new AE programmes and re-designing existing ones. Activities under this component involve a number of workshops to provide assistance and support to the grant beneficiaries, workshops for AVETAE/DEFCO staff, individual consultations for grant beneficiaries and AVETEA/DEFCO staff and revision of different written materials and tools. Both trainings and consultation cover topics such as reporting requirements in implementation of grant schemes, requirements for payment requests, eligible expenses, the consequences of change in project activities, methods of drafting AE programmes, best practices in the exchange of programmes between different adult learning institutions, etc. Within the framework of this Component, also (limited) assistance will be provided for monitoring of the grant scheme operation. This Component will be implemented in close co-operation with AVETAE/DEFCO. It is expected that this component dealing with the implementation of the grant scheme operation will also contribute to the preparation of AE institutions for future funding, especially through ESF and ERDF funds.
At the start of the activities within this component coordination was established with two other GS, managed by AVETAE/DEFCO and will continue throughout the implementation of all three projects. The objective of this action is to coordinate and synchronise activities related to the implementation of 3 GS among the three TA projects in support of these GS for effective use of resources, skills and knowledge in assisting GS beneficiaries and relevant institutions.
Regional Network of Local Learning Institutions – Grant Scheme
The grant scheme of the Regional Network of Local Learning Institutions project as a value of 3,5 million Euros; its implementation started in October 2010. The projects supported by a grant are scheduled to last from 10 months up to a year.
The overall objective of this contract is to enhance key1 and other competences of adult learners, enabling them to take a more active role in the labour market.
The specific objective is modernisation of existing and/or development of new short programmes for adult education (qualification and development programmes), as well as building a regional network by exchange of these short programmes. Priority is given to institutions for adult education located in ten chosen counties.
The goal of this scheme is the development of an efficient system of education and training which fits the needs in the labour market, in the entire of Republic of Croatia, with an emphasis on the ten selected counties (areas of special state concern). By regional networking, foundations for the development of an economy based on knowledge are created, and with that an increase in employment.
Institutions for adult education should ensure that their students adopt key and other competences that will form the basis for their lifelong learning, and also a means to increase the competitiveness of students in adult education in the labour market. An additional objective of this contract is to promote equal opportunities, and to reduce regional differences.
