20 grant contracts signed with adult education institutions for the grant scheme Regional network of local learning institutions

 In the premises of the Agency for Vocational Education and Training and Adult Education, 20 grant contracts have been signed with adult education institutions on Friday, 5th November 2010, within  IV. Component of the Instrument for Pre-Accession Assistance (IPA) for the project "Regional network of local learning institutions".
This grant scheme was developed by the Agency for Adult Education, now the Agency for Vocational Education and Training and Adult Education, under the Operational Programme Human Resources Development in order to facilitate further development and modernization of the adult education system. The project aims at strengthening institutions for adult education by creating a new short program and / or modernization of existing in order to develop key and other competencies of the adults, and promote lifelong learning. Within their projects, these institutions are obliged to develop training programs oriented to learning outcomes and apply an active approach to education and learning. The priorities of the project are to increase the competitiveness of employed and unemployed persons by adjusting them to labour market needs and promote equal opportunities for all in accessing the labor market - and the programs are aligned with local needs.

These 20 adult education institutions who received grants are the best example of the fact that institutions can independently identify and define their own, but also the needs of their students and teachers. They have shown a clear vision of their own development and have managed to convert it into the quality project proposals and receive EU funds for the implementation.Agency for Vocational Education and Training and Adult Education believesthat it is very important that the example of successful institutions receives adequate support and promotion, especially having in mind the obvious need for adult education institutions and other stakeholders of the system to be trained and prepared for the use of available EU funds in order to improve their own work.

Adult Education, as part of lifelong learning, is a key instrument for achieving the higher level of employability of individuals and for eliminating the gap that exists between the offered and required competencies in the labor market. Currently in the Republic of Croatia, over 500 different institutions performing adult education programms is registered, and around 420 is active. This grant scheme, that is, the funds allocated to the institutions, provides the possibility for the adult education system to strengthen its role as promoter of economic development - at the local and national level.

The tender for this grant performed the Agency for Vocational Education and Training and Adult Education, who will also provide all necessary support to adult education institutions during the implementation of their projects. Assistance will be also provided by service contract "Regional network of local learning institutions"through several activities within the third component. Twenty applicants, together with their partners, have fulfilled all necessary conditions for the award of funds, while total grant amount for this scheme is   3,407.682,34 EUR. Individual projects will last from 10-12 months, and their value ranges between 70,000 and 300,000 EUR. All of the above mentioned indicate that for now, adult education institutions have the ability to develop quality projects for the use of EU funds (absorption capacity) but also indicate a further need and a basis for certain help regarding this issue.

The main objective of the contracts is to create conditions for improving competitiveness of the adult participants in the labor market in order to improve their economic and social status. This will be achieved in two ways: first - the improvement of key and other competencies of adult learners through the modernization of existing and developing new training programs and training facilities for adult education institutions that will enable them more effective participation in the labor market; and second - to encourage regional networking through the establishment and / or continuation of cooperation between adult education institutions and through their cooperation with employers, NGOs and other relevant partners at the local level in order to cover the needs of adult learners.

Having in mind their own needs, but also the need of the whole adult education system, the projects, that will be implemented in 20 adult education institutions include a number of activities and solutions, that among others, refer to the following areas:

• modernization of existing and / or development of new training programs, their verification and implementation (free for learners during the project implementation)
• improvement of equipment and teaching materials of adult education institutions to improve teaching
• Implementation of modernized existing and / or new training programs developed under this project
• raising awareness of new programs, adult education, lifelong learning in order to attract potential participants of the program
• the establishment / maintenance of cooperation between all institutions and organizations involved in adult education, including local authorities.
