18 grant contracts signed for the grant scheme Implementation of new curricula

In the premises of the Agency for Vocational Education and Training and Adult Education, 18 grant contracts have been signed with vocational schools on Monday, 27th September 2010, within  IV. Component of the Instrument for Pre-Accession Assistance (IPA) for the project " Implementation of new curricula“.

Agency for Vocational Education and Training and Adult Education has developed this grant scheme under the Operational Programme Human Resources Development in order to facilitate further development and modernization of vocational education and training system (VET), particularly having in mind the fact that vocational schools are the main carriers of this process. It is envisaged to ensure compliance of vocational education with changes in the economy as well as with the labor market through the encouragement of innovative approaches to educational content and teaching methods in vocational schools. This also means providing students of vocational schools with the quality education.

Eighteen vocational schools who received grants are the best example of the fact that vocational schools can independently identify and define not only their own needs, but also the needs of their students and teachers. These schools have shown that they have a clear vision of their own development, and they managed to convert it into the quality project proposals and receive EU funds. Agency for Vocational Education and Training and Adult Education believes that it is very important that the example of successful schools receives adequate support and promotion, especially having in mind the obvious need for vocational schools to be trained and prepared for the use of available EU funds in order to improve their own work.

The system of vocational education is essential for the development of human resources - as a precondition for achieving economic growth, quality employment and social objectives. In Croatia, the system of vocational education and training covers more than 70% of the total secondary school population - more than 130,000 students in 290 schools. This grant scheme, that is, the funds allocated to vocational schools, gives an opportunity for the VET system to be strengthened by providing modern knowledge, skills and competencies relevant to the labor market and that vocational school can be equipped for the quality teaching process.

The tender for this grant performed the Agency for Vocational Education and Training and Adult Education, who will also provide all necessary support to vocational schools during the implementation of their projects. Eighteen applicants, together with their partners, have fulfilled all necessary conditions for the award of funds, while total grant amount for this scheme is 3,709,913.18 EUR. Individual projects will last from 12-14 months, and their value ranges between 100 000 and 300 000 EUR. All of the above mentioned indicate that vocational schools have the ability to develop quality projects for the use of EU funds (absorption capacity) but also indicate a need and a basis for certain help to vocational schools regarding this issue.

More concrete – the main goal is that vocational schools use these grant amounts to modernize the existing curricula which will be based on learning outcomes, in line with the changes in the labour market at the local and / or regional level.
Having in mind their own needs, but also the need of the whole VET system, the projects, that will be implemented in 18 vocational schools include a range of innovative activities and solutions, that among others, refer to the following areas:

• effective planning and implementation of innovation in vocational schools, primarily those associated with the introduction of new or revised vocational curriculum

• strengthened capacities of VET school
-modern facilities (equipment and / or tools) for better teaching
-training the teachers for the introduction of modern, student-oriented, approach    to teaching
• strengthening the capacities of vocational schools in relation to measures for preventing early school leaving
• Strengthened partnerships and relationships between vocational schools and stakeholders of the labour market
