Project Presentation “Vocational Education and Training (VET) Quality Assurance Development” IPA Component IV – Human Resources Development – European Union Programme for Croatia

The ceremony of the project opening of the IPA Component IV project “Vocational Education and Training (VET) Quality Assurance Development” was held on Monday, 19 April 2010. The project is implemented by WYG International Ltd led consortium in partnership with Tribal HELM Corporation Ltd, and the Agency for Vocational Education and Training as the main project partner.  
The total value of the project is 1,639,750 Euro. It is funded by the European Union Programme for Croatia, IPA Component IV – Human Resources Development. The project commenced on 3 March 2010, and its completion is scheduled for 3 March 2012.
  
Around 60 invitees and representatives from various public and educational institutions, Delegation of the European Union to the Republic of Croatia, as well as representatives of other related EU financed projects attended the opening ceremony. They were welcomed by Mr Želimir Janjić, State secretary in the Ministry of Science, Education and Sports (MSES), Mr Ivan Šutalo, Director of the Agency for Vocational Education and Training (AVET), Mr Goran Sirovatka, Director of the National Centre for External Evaluation of Education and Mr Davor Čilić, the representative of WYG International Ltd.
 
Presentations of the project team followed. Ms Ana Gajzer, Project Manager from the Section for Implementation of Projects within the Agency for Vocational Education and Training, and Mr Ian Hume, Project Team Leader, presented the objectives and expected results and impacts of the project. Main activities and planned outcomes of the project were also presented by Ms Radosveta Drakeva, the key expert for quality assurance and VETIS.
 
The VET QA project recognises and builds on the existing achievements in Croatia, and more specifically on:
·      the work of the National Centre for External Evaluation of Education (NCEEE) on the introduction of self-evaluation, national examinations and the State Matura.
·      the achievements of the Agency for Vocational Education and Training in developing a new system of qualifications which will be based on learning outcomes, and which will reflect labour market needs.
·      work undertaken on quality assurance for adult education and on work which is ongoing in higher education.
 
The project will assist the Agency for Vocational Education and Training in developing full use of a range of quality assurance instruments, principles and references adjusted to the specific needs of the Croatian VET system. This project involves providing assistance for the development of human and institutional capacities within the AVET (given its key role in the development of the VET system). The project will directly involve selected VET schools with a view of piloting relevant QA solutions and concrete tools, most notably in the field of the VET school self-evaluation.
The intention is to secure firm local ownership and sustainability and therefore enable policy learning among all the VET QA stakeholders involved, most notably through the establishment of 3 separate working groups as well as increased capacity of the VET schools self-evaluation specialists.
 
In summary, working with a range of educational stakeholders, and through the working groups, the project’s main components will focus on the further development of:
·      Component 1 – Institutional and policy development
·      Component 2 - Comprehensive self-evaluation at the micro-level in VET schools
·      Component 3 - improvements of the Vocational Education and Training Information System (VETIS) and systematic exchange of experience and information on the VET QA
