Q. What are the possibilities of IPA Human Resources Development Operational Programme, specifically for implementation of lifelong learning programmes?

A. The field of lifelong learning is encompassed by Human Resources Development Operational Programme within the scope of IPA component IV programme. The purpose of Resources Development Operational Programme 2007 – 2009 (HRDOP) is capacity building for performing various activities and fulfilling procedural demands of the European Social Fund.
The overall purpose of HRDOP is creating new and better workplaces, attracting and retaining as more employees as possible by increasing investments in human resources, strengthening social inclusion and encouraging flexibility of companies and workers.
Five priorities have been determined in Operational Programme for Human Resources Development
Priority 1: Improvement of access to employment and sustainable involvement in labour market.
Priority 2: Strengthening of social inclusion and integration of persons who have difficult access to labour market.
Priority 3: Increment and improvement of investment in human capital.
Priority 4: Strengthening institutional capacity of public administration in the field of employment and education.
Priority 5: Technical assistance (as support to management of OP and preparation of projects).

P. How can we check whether my idea for a project fits into one of the financing programs of the EU funds?

A. Generally speaking, the project idea should be in line with the strategic, program documents of the EU program for which funding application must be submitted. Instrument of Pre-Accession Assistance – IPA program is currently open to Croatia and it consists of 5 components:
 
I  Transition Assistance and strengthening of Institutions
II Regional and cross-border cooperation
III Regional Development
IV Human Resources Development
V Rural Development
 
As for the IV Component of IPA program (in which the Department for Financing and Contracting of IPA of the Agency for Vocational Education and Training - ASO DEFCO  has the role of the implementing body), as a forerunner to the European Social Fund, it finances projects aimed to improve approach to employment and sustainable involvement in the labour market, strengthening of social inclusion and integration of people who have difficult access to work, strengthening human capital and employment opportunities. Potential clients are government bodies, public institutions, social partners and NGOs.
 

Basic Program Document of IV Component of IPA program is the Human Resources Development Operational Programme, which sets the following priorities, i.e. the sectors and areas from which development projects are expected:
Priority 1 Improving access to employment and sustainable inclusion in the labour market
• Priority 2
Strengthening of social inclusion and integration of people at a disadvantage to labour market
Priority 3 Enhancing human capital and employability
Priority 4 Strengthening capacity to manage an operational program

Q. I wonder, when Croatia enters the EU, whether all applications are to be completed in the Croatian language, unlike now, when everything must be in English?
 
A. Once Croatia joins the EU, applications for assistance from the structural program as an aid instrument, will be submitted in Croatian language.
